Port City Colombo: Sri Lanka's New Business District Explained

Port City Colombo: Sri Lanka's New Business District Explained

Right next to Colombo's existing business district, a genuinely new piece of the city has been rising out of the sea for over a decade. Port City Colombo is Sri Lanka's largest single infrastructure and investment project — here's what it actually is, and how it's progressing in 2026.

What Port City Colombo Is

Port City Colombo is a 269-hectare land reclamation project built directly adjacent to Colombo's existing Central Business District, designed as an international "service-oriented" Special Economic Zone (SEZ). It's developed by CHEC Port City Colombo (Pvt) Ltd., a subsidiary of China Harbour Engineering Company (CHEC), which has been active in Sri Lankan infrastructure projects since 1998. The initial investment stood at roughly US$1.4 billion, with an expected overall investment of up to US$20 billion once fully built out.

When complete, Port City Colombo is projected to include around 6.3 million square meters of built-up space and house a population of approximately 273,000 people, with a target completion date of around 2040.

A Long, Turbulent Road to Operation

Construction began in 2014, with land reclamation completed in 2019. Since then, the project has weathered a genuinely difficult run of national and global disruptions — a change in government, the 2019 Easter Sunday attacks, the COVID-19 pandemic, and Sri Lanka's 2022 sovereign debt crisis all tested investor confidence along the way. The Colombo Port City Economic Commission Act was passed in 2021, establishing the legal and regulatory framework — including a 99-year lease structure — that governs the zone today.

Where Things Stand in 2026

Port City has shifted meaningfully in 2026 from a long-term construction ambition into an operating commercial zone. Key developments this year include:

  • 146 registered enterprises operating within the zone as of early 2026, concentrated in financial services, IT, logistics, and professional services aimed at international markets
  • The Colombo Port City Economic Commission (Amendment) Act, No. 1 of 2026, introducing governance reforms and simplified regulatory processes to improve ease of doing business
  • Around US$900 million in fresh foreign direct investment commitments secured over the past two years, including roughly US$600 million approved in the first half of 2026 alone
  • 77 Businesses of Strategic Importance (BSIs) approved by Cabinet as of April 2026, spanning major development projects from companies including Marina Hotel Holdings, Prime Melwa Port City, and Home Lands Port City
  • Five major developments currently under construction, with another five projects expected to be awarded before the end of 2026

The Luxury Marina Development

A notable private investment within the zone is the US$120 million Luxury Marina Development by Browns Investment PLC, which broke ground in January 2025 and is expected to bring a maritime leisure component to Port City, aimed at attracting high-net-worth visitors and regional yacht traffic.

Not Every Deal Has Gone Through

Not all proposed Port City projects have made it to construction. A proposed US$540 million hotel development by Clothespin Management and Development expired unsigned in January 2026 after failing to finalize within its required window, with the Colombo Port City Economic Commission indicating discussions on a new lease agreement continue, likely for a different plot within the zone.

Why It Matters Beyond Colombo

Port City's stated ambition is to reposition Colombo as a competitive regional financial and business hub in South Asia — a role that ties directly into Sri Lanka's broader economic recovery. Economists note that its long-term success will depend on genuine integration with the wider Sri Lankan economy — job creation, skills transfer, and links with domestic businesses — rather than functioning as an isolated enclave. Visiting Port City Today

Even in its ongoing construction phase, Port City's Central Park and waterfront areas are accessible and have become a spot for locals and visitors to walk or relax within sight of Colombo's evolving skyline, adjacent to landmarks like City of Dreams Sri Lanka, which sits nearby in the same broader business district.

Getting There

Port City sits directly alongside central Colombo, making it easy to combine with the rest of a city visit. See our guide on driving in Colombo for practical tips on navigating the city center.

Final Thoughts

Port City Colombo represents the single largest infrastructure bet in Sri Lanka's modern history — a genuinely new district being built from reclaimed land, now finally shifting from construction milestones to real commercial activity after more than a decade of political and economic turbulence. Whether it fulfills its billion-dollar ambitions by 2040 remains an open question, but 2026 marks the year it began functioning as an actual operating business zone rather than just a long-term promise.
