Colombo's skyline gained a genuinely new kind of landmark in 2025 with the opening of City of Dreams Sri Lanka β South Asia's first fully integrated resort, and by some distance the largest private investment ever made in the country.
A $1.2 Billion Joint Venture
City of Dreams Sri Lanka is a partnership between John Keells Holdings (JKH), the largest listed conglomerate on the Colombo Stock Exchange, and Melco Resorts & Entertainment, the Macau-based operator behind similar City of Dreams properties in Macau, Manila, and Cyprus. The project represents an investment of roughly $1.2 billion, and Melco separately holds a 20-year casino license granted by the Government of Sri Lanka to operate the gaming and entertainment side of the development.
The complex opened in phases β the 687-room Cinnamon Life hotel debuted in October 2024, with the casino, retail mall, and the ultra-luxury NΓΌwa hotel completing the project's official opening on August 1-2, 2025, marked by two nights of events attended by international performers and Bollywood actor Hrithik Roshan.
What's Inside
- Two hotels β Cinnamon Life (687 rooms) and the ultra-luxury NΓΌwa Sri Lanka (113 rooms), the latter managed directly by Melco
- A large-scale casino β currently featuring around 119 gaming tables and 250 slot machines across its first phase, with further floors earmarked for future expansion
- Seventeen restaurants and bars, curated by internationally recognized chefs alongside menus inspired by Sri Lankan cuisine
- A luxury retail mall, opened with an initial set of designer and artisanal boutiques, planned to expand into one of Sri Lanka's largest shopping destinations
- Extensive conference and event facilities, including one of the largest MICE (meetings, incentives, conferences, exhibitions) venues in the region, reportedly able to host up to 5,000 guests
A Strategic Bet on Colombo's Tourism Future
JKH has framed the project as a deliberate attempt to reposition Colombo as a high-end regional tourism and business destination, drawing comparisons to how Marina Bay Sands and Resorts World Sentosa transformed Singapore's profile. With Colombo positioned within a few hours' flight of India, China, the Middle East, and Southeast Asia, City of Dreams is explicitly targeting international visitors from these feeder markets, alongside Sri Lanka's own growing domestic tourism sector.
Visiting the Casino
The casino floor operates to international regulatory standards, including responsible gaming protocols. As with other casinos in Colombo, the standard minimum age for entry is 18, and a valid photo ID or passport is generally required. See our broader guide to nightclubs and nightlife in Colombo for how City of Dreams fits alongside the city's other after-dark options.
Location
City of Dreams sits in the heart of Colombo, making it easily accessible whether you're staying centrally or arriving from elsewhere in the city. Its scale and range of dining, retail, and entertainment options mean many visitors treat it as a self-contained evening or full-day destination in its own right.
Getting There
Central Colombo is straightforward to navigate by self-drive rental, and having your own vehicle gives you the flexibility to combine an evening at City of Dreams with other stops around the capital β Galle Face Green, Gangaramaya Temple, or a day exploring further along the coast.
