Sri Lanka Traffic Rules and Fines
Sri Lanka has strict traffic regulations under the Motor Traffic Act, and fines have been revised in recent years to improve road safety. Drivers should be aware of both common offenses and serious violations that carry heavy penalties.
Digital Fine Payments – GovPay
The government has introduced GovPay, a digital platform that allows drivers to pay fines instantly using mobile or internet banking. This system issues electronic receipts and is being rolled out nationwide.
Major Traffic Offenses – Rs. 25,000 Minimum Fine
Seven serious offenses carry a minimum fine of Rs. 25,000:
Driving without a valid licence
Employing unlicensed drivers
Driving under the influence of alcohol
Negligent entry onto railway crossings
Driving without valid insurance
High-speed driving
Overtaking from the left side

Fine: Rs. 3,500 – 7,500
Suspension of licence up to 12 months
If causing injuries due to drunk driving:

Reckless / Dangerous Driving
1st offense: Rs. 1,500 – 25,000
2nd offense: Rs. 2,500 – 25,000 + suspension

Driving Without Insurance or Fitness Certificate
Fine: Rs. 5,000 – 25,000
Possible imprisonment up to 6 months
Speeding
Up to 20% over limit: Rs. 3,000
20–30% over: Rs. 5,000
30–50% over: Rs. 10,000
Over 50%: Rs. 15,000
Other Common Offenses
Using mobile phone while driving: Rs. 2,000
Left-side overtaking: Rs. 10,000 or more
Underage driving: Up to Rs. 30,000
Not wearing seatbelts, improper parking, ignoring signals: Rs. 1,000 – 3,000
Real-World Notes
An expired revenue licence displayed on the windscreen is treated the same as not having one.
Foreigners must carry a valid Sri Lankan licence, an International Driving Permit (IDP), or a local licence conversion.
IDPs generally do not cover three-wheelers unless specifically marked.
Cyclists are not required to register bicycles but must have a horn/bell, reflectors, and working brakes.
